Subject: Province Council Preparation

Brothers,

In preparation for the upcoming Province Council, members and chapters of the Middle Western Province need to be aware of several items of importance.

1. REGISTRATION: To date, we have 222 members registered for the Province Council. Only the first 250 registered (PAID) delegates will receive a souvenir. So, don't wait until you arrive in St. Louis to register onsite, or you may not receive a souvenir and your meals cannot be guaranteed. Instead, send your registration fee to our Province Headquarters as soon as possible. We will not "reserve" souvenirs and/or meals for unpaid delegates. The fee for alumni members is $175. Undergraduate members and Silhouettes may register for only $100.

   Registration packets, badges and souvenirs will be available beginning at noon on Thursday, April 15th. Please make every effort to pick up your registration items on Thursday so that we may avoid delays on Friday morning. New initiates will receive their packets following the initiation on Thursday night.

2. FINANCIAL STATUS: Not every member is eligible to register for the Province Council. To be eligible, you must be fully financial with Grand Chapter, including payment of the International Housing Assessment. We have received a printout from International Headquarters with information current through March 11, 2004, so we are able to identify those of you who are in good standing with Grand Chapter.

   Also, you must be financial with the Middle Western Province (except visitors from other provinces) including any fees you may owe in addition to the annual Province Dues. A list of members of our province who ARE eligible to register may be found at the end of this message (scroll down). If your name is NOT on the list, you must owe money either to Grand Chapter or the province or both, and you should contact me if you plan to attend the Province Council.

   NOTE: If you have already registered and your name is NOT on the attached list below, you should contact me IMMEDIATELY to either settle your outstanding debt or receive a refund of your registration fee.

3. VOTING DELEGATES: Each chapter is allowed THREE votes at the Province Council. All three votes may be cast by a single voting delegate, OR two voting delegates may cast one and a half votes each, OR three voting delegates may cast one vote each. If your chapter hasn't already done so, please send the name(s) of your voting delegate(s) to the Credentials Committee Chairman, Brother Odell V. Gunter, at Credentials@KAPsiMWP.com.

   Your chapter will not be allowed to cast votes if the chapter has not paid the Grand Chapter Insurance Premium through the current year, the Province Participation Fee, the required contribution to the Kappa Foundation or any other outstanding obligation to Grand Chapter or the Middle Western Province. To date, according to our records, the only chapters that ARE eligible to cast votes are:

   If your chapter is not listed above, please contact me for information regarding what you may owe.

4. ATTIRE: The proper attire is COAT AND TIE for the Board of Directors Meeting, Cluster Initiation, all three business sessions, both luncheons, and the public meeting. The proper attire is TUXEDO for the Closed Banquet (followed by the Joint Formal Ball) on Saturday night. Undergraduate members are allowed to substitute a black (or dark) suit if a tuxedo is unattainable.

   Also, if you have a RED KAPPA BLAZER, please plan to wear it all day on Friday, April 16th, for the First Business Session, Awards Luncheon, afternoon workshops and committee meetings, and the Public Meeting on Friday evening.

5. CLUSTER INITIATION: We will be initiating nearly forty new members on the evening of Thursday, April 15th. The Cluster Initiation will take place at the St. Louis Alumni Chapter Kappa House located at 500 N. Vandeventer. Directions from the host hotel will be provided for you at the registration desk.

6. JOINT ACTIVITIES: In conjunction with our Province Council, the Sorors of Sigma Gamma Rho Sorority will be having their regional meeting at the same host hotel. The joint activities in which we will participate will be the Public Meeting on Friday night, the Undergraduate Luncheon on Saturday, and the Formal Ball on Saturday night. There will also be a social activity on Friday night at which the public will be allowed to attend for a fee.

7. CHAPTER REPORTS: As promised at last year's Council, we will not distribute individual chapter packets (hard copies) at the Province Council or C. Rodger Wilson Leadership Conference. That information is now available on your chapter's Yahoo!Groups site. If you have obtained your FREE Yahoo I.D., you may access the file storage features on your chapter's site and view the information that would otherwise have been included in those packets. A list of chapter sites may be accessed at Yahoo!Groups Sites of the Middle Western Province. If you haven't already "subscribed" to your chapter's Yahoo!Groups site, you may do so by selecting the "Join This Group" button on your chapter's site. The sites are password protected and you may select your own I.D. and password.

8. RECEIPTS: As with the chapter reports mentioned above, there is also a set of receipts on your chapter Yahoo!Groups site for every income item the province has received from every member of your chapter during the current fiscal year (FY04) and last fiscal year (FY03). If you find no receipts for the current fiscal year on your site, it means that the province has received NO income from your chapter or any of the individual members of your chapter since October 1, 2003. (Believe it or not, there ARE chapters to which that statement applies.)

9. PROVINCE FINANCES: In addition to your "chapter's" Yahoo!Groups site, we recommend that you also subscribe to the "province-wide" site which offers information and features that pertain to the entire province. For example, before we arrive at the Province Council, we will publish the province finance report for the prior fiscal year (FY03) as well as an interim report for the current fiscal year for the period that began on October 1, 2003. Because we are facing serious financial challenges, it would behoove you to familiarize yourself with those reports before we arrive in St. Louis to discuss them on the morning of Friday, April 16th. All of your questions will be answered.
